Mình cài đến b3 trong Vbulettine thì nó báo lỗi như sau:
Connect to the database

Attempting to attach to database

Error description: mysql_connect() [function.mysql-connect]: Can't connect to MySQL server on '0fees.net' (4) /home/vol3/0fees.net/fees0_2744870/htdocs/vbulletin/upload/includes/class_core.php on line 273

The database has failed to connect because you do not have permission to connect to the server. Please confirm the values entered in the 'includes/config.php' file.

đúng rồi.bởi vậy nên host nó báo lỗi.
